In June 2007, the then Victorian Government announced the modernisation of irrigation infrastructure in the Goulburn Murray Irrigation district (GMID), through the Northern Victoria Irrigation Renewal Project.

In June 2008, the then Minister for Regional and Rural Development, announced funding initiative "Capitalising on opportunities in Victoria's Food Bowl." The initiative was developed to assist the six councils in the GMID comprising of, Swan Hill Rural City, Loddon, Gannawarra, Campaspe, Moira and Greater Shepparton; and Foodbowl Unlimited, a regional business and community group; to work together to attract agricultural, food and other value-adding related investments to a modernised GMID.

A project steering committee was established in August 2008. The committee is chaired by Ross McPherson (Foodbowl Unlimited) and including Keith Baillie (CEO Campaspe Shire), Rosanne Kava (CEO Gannawarra Shire) and Garry Tepper from Regional Development Victoria (RDV).

The Committee has developed a marketing strategy focussing on the strategy platforms of:

  •     Regional Identity
  •     Attract New Investment
  •     Nurture Existing Investment
  •     Water Management Champions
  •     Regional Liveability

A range of initiatives are currently being implemented by the committee who are committed to growing and marketing the GMID, Victoria's Food Bowl.
